I have done my Skilled Worker application from New Delhi in Jan. 2004.
In Sept. 2004 i moved to Uk on student Visa. I will complete my M.Sc. in Sept. 2005. I plan to do my phd(univeristy funded)in Canada. I am almost certain of getting the admission in Canada. Will the CIC make my application move faster if i send a letter of my course starting in JAN 2006????
I understand that student visa application is not possible now, once you have filed an immigration application.....

No, CIC will not speed up your application.
Yes, you can apply and get a student visa while your PR application is in process. Where and who gave you the info that it is not possible?
