Vistor visa refused - performance bond option?

Subject: Vistor visa refused - performance bond option?
  Hi, I invited a (female)friend I met during the past year to visit me in Canada where I am a citizen of 20+ years. I provided a letter of invitation stating that I will take care of all expenses during her visit and proof that I do have the means to do that. Yet, her visitor´s visa was refused, on the very subjective grounds that a) she does not have enough funds for the visit (but she does) and b) she does not have enough ties in her country (Romania) to prove that she will return there (but we both know for sure she will return).

We were looknig forward to spending a vacation here in Canada but now that is impossible.

I am wondering if I can post a performance bond and how to go about it? Otherwise I will go and spend the vacation with her in France, where they do not require a visa for Romanians.

Thanks for any info on the performance bond, regardless of my laternative paln to go on vacation with her in France instead of Canada.

I am in the exact same boat with my fiance. to make my situation worse, he has applied for PR so they simply tell him ´tough luck, wait for your PR´.

I have inquired about posting bond but nobody seems to know what or how to do it. Let me know what you find out.

no other options beyond addressing the concerns outlined in the refusal. Performance bond does not get Mom on a plane and out of the country once she overstays her visit.
