Apply not from homecountry. Pls advice

Subject: Apply not from homecountry. Pls advice
  To those who can advice,
I´ve been working and residing in Thailand just for 4 months,
but I´m not Thais. I got information that if want to apply outside of homecountry at least must be residing for 1 year in the country where I reside. Is it true?
Can I apply earlier?
Other things: I´ve taken TOEIC exam with score 805 (max is 990),
can I exempt IELTS if I submit TOEIC score result?

1/ if your visa is good for more than a year, you can apply.But keep in mind that you may be called for an interview after you´re out of Thailand .
2/ nope, only IELTS is accepted
