SK application to Hong Kong withou RCMP?

Subject: SK application to Hong Kong withou RCMP?
  I applied for RCMP last month and the guy there told me the process time will take about 3-5 months. So if i send my application to Hong Kong in August before i receive the RCMP result, is that going to be ok? I mean, do i have to send the application along with the RCMP or i can submit the RCMP as soon as i receive it?
