CAIPS decyphering - "referral"

Subject: CAIPS decyphering - "referral"
  I´ve got yet another CAIPS today, nothing seems to be moving with my case...

The last thing happend with my file according to CAIPS: "Referral sent electronically for pi" - March 7, 2005.

Does anybody have any idea what this "referral" means? Does anybody have
similar stuff in their CAIPSes?
