Subject: evidence of language proficiency!
 
Hi All, I am planning to submit my application under federal skilled class worker and am not sure if I should take the IELTS exam or give a written submission.

Just to give you guys a little background to assist me better. I have been educated in English since the age of 12 in Australia, I did my high school(until from Year 8 to 12) and university (Computer Systems Engineer, 4 Years)there, I have also served in part time Australian Army for two and half years. I have been working full time in Australia in IT field for many different companies (including some multinationals institutions) for more than 7 years. Currently I am working in UK - LONDON as an Oracle Architect, managing Design and Development. I am not sure where to start with written submission.

Can someone please guide me with some suggestion? Any sample letter would be much appreciated (please email it to srimuhunthan@hotmail.com )

Dear Sri,
I have just paste here information about English proficiency letter, as this information is form official Canadian immigration web site, so you must have to follow same format.
"Providing Other Written Evidence
We strongly recommend that you take an official language test if you are claiming skills in a language that is not your native language.

If you choose not to take an approved language test, you must prove your ability to speak, listen, read and write Canada?s official languages through other written evidence. You must provide written proof and explanation that clearly shows you meet the benchmark criteria listed in the Canadian Language Benchmarks in each of the four skills.

NOTE:

CIC officers will not conduct an interview to assess your language skills.
CIC will only use test results from organizations approved by CIC in assigning language points.


You Must:

Indicate what level of language proficiency you are claiming for each skill (speaking, listening, reading and writing).


Submit, with your application for immigration, a written explanation and supporting documentation as proof of the levels you have indicated.

This material should include:
a written submission explaining your training in English or French;
an explanation of how you commonly use English or French;
official documentation of education in English or French; and
official documentation of work experience in English or French.
What Happens Next:

An officer from Citizenship and Immigration Canada will review the evidence you include with your application.

Your submission must satisfy the officer that your language skills meet the benchmarks for the levels you are claiming.
The officer will award points for your language ability based on what you send with your application.
You will not know in advance how many points the CIC Officer will give you for your language skills. "

i would do a cover letter as stated above explainig training, education and work experience in english.
then for each area i would provide documents/evidence.
speech..... a presentation that you may have done
reading.....subscription to a academic journal or info on your degree
listening... have you been a supervisor or counsellor for others. have u done a counselling course?
writing.... submit a academic essay and try and put something in that shows your actual handwriting

Your high-school and university transcripts showing you passed all your courses in English is pretty good evidence. Did you not have to take and English test for these schools?

A letter from one of your NCOs or officers in the Australian army would be good. Any courses you took in the army.

Letters from your employers about your english abilities.

Do you have a record of your emails from your business email addresses? Assuming they are not confidential, these would be good.

You are a prime example of someone who should not bother with the English test, so write them a precise letter with every bit of detail you can (like in your post) and hammer them with evidence.

You will have documentation showing Enlish use in:
School (Secondary and Post Secondary)
Army
Work

Include it all.
