Now I can´t go back to Thailand. How can I get a non-criminal record certificate from Royal Thai Police.

You may not need to right away. I am reading the security part of permanent residency requirements right now and it says:
For the following countries, police certificates should not be obtained before applying for immigrations. You may receive special instructions at a later date about police certifcates for these countries.
*Thailand is listed as one of these countries*

You might call Immigrations to be sure though.
