Is it possible(advisable) to submit application now and IELTS report months later? I feel there may be some change in point system anytime and want to submit the application in August ASAP. I would like to register for IELTS and hopefully submit the result if I succeed sometime in the future? Wdo you advice me?

I am not any expert in this but my understanding is that the point system is valid at the time of case evaluation (Experts... please correct me if I am wrong) So, even if you qualify now, but at the time of evaluation, the system changed then the changed system will apply.
I already submitted my papers but discovered that I made some miscalculations in my language skills and therefore I will redo the IELTS exam and will forward my results again. there shouldn´t be a problem in sending the IELTS results later as long as they arrive the processing office before your case is evaluated.

Even i submitted the papers without IELTS Exam, But provided certificates from school and college stated that i have studied in English medium, But i recieved File number lastweek, Even though i should take IELTS Exam for further process.
