i heared that caips notes are free for in canada applicants.
anyone kindly post the process to get them free.

Hey Isabella, sorry I am not able to answer your question because I myself don´t know much about CAIPS, (anyways I will be ordering it in another 1 month if I don´t get any reply from them)
Has you E-client changed?
If not, did you contact CIC? Yours is New Delhi, eh? (if you like to answer this part, I am bit nosey, sorry)

It isn´t free, but just $5 ;).
Follow to the instructions below.
Complete the form TBC 350-57 found here
http://www.tbs-sct.gc.ca/tbsf-fsct/dwnld/350-57_e.pdf
For the federal govt institution, write CIC. Next field provide your immigration file number and mention that you want to obtain CAIPS notes. Complete the rest of the form and along with a $5 money order mail to
Citizenship and Immigration Canada
