Does AOR mean application is complete?

Subject: Does AOR mean application is complete?
  Does AOR mean application is complete but not assessed; meaning, they won´t sent it back? I keep reading posts of people having it sent back, and I am looking for the assurance that AOR means: awaiting IA, maybe some more documents will be necessary, etc., BUT they are at least satisfied that the application was completed appropriately. Is this true?

Or, the inverse is could they send the whole application back well after AOR, during IA?

Sorry if this is redundant from other threads, but I did try to find this several times through the Search before asking.

Hi...I believe AOR (Acknowledgment of Receipt) means that they have accepted your application and they have assigned a file number for you....yes awaiting IA or additional docs requirement...

Once the file number has been issued they will not return you application. But they may ask you to provide additional documents later on.
