Subject: why timeline differs ? (w.r.t CHC-DELHI)
  Why timeline differs from applicant to applicant despite theie application date/period is same ?

This is more clear when you see timelines on yogi799. If the applicats are in que it should be processed serially.But it is not.

So wheteher it differs from CHC to CHC office ? or from their Officers to Officers or from Applicants to Applicants. Does anybody know the exact criteria of ?

I believe the differences in times come from a few factors. Some officers are slower than others and some applicants applications raise doubts and need more investigation. Some applications are put together perfectly while others were just thrown together.
If an officer has to spend a lot of time looking for certain documents or supporting material, it will take longer.
If the application has been received during high time, it will be slowed down. Spousal sponsorships go to the front of the line. Visitor visas and skilled workers and student visas are in the next group. However, student visas go to the front of that group because there are time limits since school starts in September.

I think it´s depend on following factors

1.BIGEST REASON God Grace
2.BIG REASON Country where you have applied like in India there is big line ...in India they put more time to check documents etc etc. For instance If you need Police Clearance Certificate its difficult to get in India and it´s time consuming you have to run after almost every one in Police Station...
but if you are in US then send filled application with Passport to Indian Consulate you would get PCC with in few days...is it not funny ....
3.Prepartion of Application. Sending every thing together
4.Wait and Do not call Consulate to check status

Thanks to Anonymous & Tom for your elaborate exlanations on timeline difference.esp like Anonymous stated ,If the application is put during high time...... !!.... a point to note !

And thanks to Tom for advising not to contact CHC for status check ,that could waste their time & it may cause delay in overall processing if they go on answering your querries.

Of course in India,I could say Red Tapism or the authorities would be overloaded like CHC, it may cause a delay in responding.

Apart from , whether processing is needbased at given time i.e. on demand from inside Canada for particular stream of skill & supply of available stream of applicants ? Does priority differ in that way ?
