Subject: settlement funds
  my fiance had made application through Paris to come as a skilled worker. All his documents were in order and they have issued a file number. His family had an emergency and he was forced to use his settlement money. He is from Tunisia so his currency is not convertible. I am suggesting I send a bank draft in his name instead of paying exchange rates twice. (they are bandits). We would send Paris an explanation and copies of the drafts. Do you think they will accept this as proof of settlement money or do they want to see a bank statement.

I think they would accept this. As long as it is reasonable it should be accepted.

Your case might depend on Canadian Immigratin Officer who will be dealing with your case. If they think that this is suspicious, you might be rejected. Otherwise....

The Canadian consulate / RPC does not have a right to check you balance. So at the initial stage when u sent your docs including the bank statement that is the only paper they have to view. Now at the end when they do a final decision they will ask again for the money. Make sure u have the money in the account by then and then get the letters and give it to the consulate. Once they see the money in the account it will be okey. You dont need to worry otherwise.
