full time work experience

Subject: full time work experience
  My sister in the Philippines is applying for Canada under the category of SKILLED WORKER, JOb Code-1226 (Conference and Event Planner). One of the basic requirements is to have a full-time work experience. My sister worked the required hours for the job (equivalent to full-time of work) and even works on weekends. But she works on a per project basis. When the project is completed, her job is done (out of work). Then she waits until the next project comes along. But the last project she worked on took over 5 years to complete. Will this fall under a full-time job? She now works on another project which is 3 months old.
I am a US Citizen living in Los Angeles, CA. Your response will be greatly appreciated.

Hi Carol, I believe this could fall into a full time capacity...just be sure she can support all the projects/employment that she had....goodluck
