Taking french language test

Subject: Taking french language test
  Hi All,
I am an F1 student just completed Master Degree in the usa AND STARTING PHD FROM SEPTEMBER. I have 2 years part time (20 hours/week) work experience. I think total I have 1 year fulltime equivalent work experience. So my total point is 66. I need 1 more point to qualify. I am thinking of taking a basic french language test so that if i can add 1 point to my total 66.
My question how and where can i take a French language test? Do i have to take the test or i can just explain?
IS THERE ANY OTHER WAY I CAN GET 1 POINT?

hello DD .. i am as urself .. my score is 65 after everything .. and i am low on 2 points . .and i do know a bit of french and as u ,tought that they wount mind if i am down for just 2 points form the second language and pass it by .. anyways i got a letter from them last week and they told me that I got to make the TEF exam .. so that i clam the points that i said that i posses and submit it within nine months .. so take the TEF exam and Good luck dd ..

How can I take TEF? Where to register?
Here is my Point distribution:

Age: 10
Education: 25 (Master degree in cs)
Language: 16
Work: 15

Now I have been studying in the U.S.A for last 7 years. So do you think I have to take IELTS test? Did you take it?
Now I have 2 years part time (20 hrs/week) work experience that counts as 1 year full time experience. I also worked for a contract for my school for building a website and they paid me and it took about 4/5 months. I have copy of the check they paid me. I also work with my friend building his website for business and he paid me cash. I don´t have document for that. So i am thinking if i can make all together total 2 years full time experience i will have 68 points. Do you think i can explain work experience for the one i don´t have any documents and claim points? How did you submit documents? If you please share your process and timeline it will be great.
Also what do you think of my situation?

DD,
if you don´t have IELTS, it will be really really hard to convice them about your English 16 points. It really doesn´t matter that you studied in the US. Many of the applicants in Buffalo come from either studies or work here and if they have no IELTS, they either get lower points or are asked to take the test. So, if I were you, I would take IETLS (as a matter of fact I did and passed; find my posting about a month ago or so). If you are going for a PhD, then this test should a breeze for you. Don´t wait for them to tell you to take it. Do it now, and if you fail, then you will have more time to take another test.
Next, French: it´s a great idea to get extra points, especially if you are a little bellow. Take a course or something, and see what you can do. It NEVER hurts to have more.
