| Subject: who is the right person to issue these certificate |

Hi,
I was asked to provide the following documents:
"Original letters of ´no record´ or certificates of ´good conduct´ for principal applicant & spouse.
Does anybody know who is authorized to issue such certificates both in India and USA?
Any help in this regard is greatly appreciated.

Applications forms are provided by the Ministry of External Affairs/ passport office in India.
