Subject: In canada June/July -04 "FACT"
  Hi! Guys
I had chance to meet a well known Immigration Lawyer (Who he served as Canadian Consulate) and had discussion about taking long time after Medical in Canada Applicant esp. those who are on "Study Permit".

He clearly indicate-
Canadian Govt. wants as much as possible TUTION FEES from us - Pay the tuition fees of Sept.05 intake and hope good after that say...Oct 05 onwards,

On my argue: What about In Canada applicant on "Work Permit" and he showed me some static´s about health insurance system: Canadian Government is in big dilemma how to suffice the nos. .........

It´s seems convincing...

By the way about me,
I am In Canada applicant on Study Permit doing my PhD....(Philosophy of Dull!!!)

i do understand the plight of students and knows that canadian government wants to rip off more and more tuition, so they delay the immigration endlessly unless the student is about to graduate.I have also heard this from my close friend who got immigration recently.But i do not understand the fact that, why canadian government thinks like this.
As an international student, we ,mostly pay double the fees as students. But most of these ph.d students get their fees paid from professors grants which he gets from federal funding. So basically whats happening is that the prof gets the funding from granting agencies , pay our fees and we pay it back to university. To me the money just is getting recycled. I do not understand how can CIC think that canadian government is getting they more money by this process. Secondly it leaves a very bitter impression for students about canada. the more they delay, the more the chances that the students will graduate and move to US or any other countries.My opinion on this is slightly different. Canada wants people who can pay taxes, which implies that a person earns above 50,000 $ in salary and pay more in taxes. Look at our situation. As students we dont hardly pay any taxes. In last 4 years i have only got refunds.
Regarding work permit, could you please elaborate more about it haulee. Iam unable to understand your point. But a nice post anyways.

know what else... student permits have a bad reputation for not going home at the end of their visa. The program has been abuses a lot particularly in the private style language schools. Parents are buying a Visa for their kids, kids never go to school, kids get visa, kids sponsor parents. Daddy is a criminal.

I hold a work permit as well as a Ph.D degree. All of my family mumbers are entitled for using OHIP.

MOre than 9 months after medicals and nothing happened. I knew some applicants with the similar situation as mine have granted immigrant visas for a period of about 1.5 years.

I don´t think a work permit or Ph.D degree or high mark makes difference. Hard to know the real reasons behind the long processing procedure.

EVERY CASE IS UNIQUE?! like CIC said.

I totally agree with BOSS, but my guess is the algorithm is not smart enough to recognize the difference between a graduate student and undergrad students or as Sharon said people in language schools. It might be something like this:

IF "the applicant is student with more than a year to graduate" THEN
screw him here and there for longer period
ELSE
let him get her/his immigration
END

Well said Calvin.

In my case, I will be completing my PhD in about 8 more months. My medical will expire in another 20 days, but no sign of PPR yet. So I think the algoritm is probably more complex then we think.

Pheeeewwww! I have been trying to get my algorithm right since months, but no use. Its high time I defend one more thesis about Incanada Students and PPR timelines.

I came up with better algorithm in an object-oriented manner:

Can anyone guess what will be printed out? There must be more "else if"s in the algorithm.
