Can anybody tell me what decision made mean here? Does this mean refused or accepted? Thanks for your suggestion.

P.S. I forgot to mention that I received 2nd letter on March 15 stating "there is a delay and I will hear from them soon in upcoming month".

We do not know what it means....what do you think it means?
I think it might be bad news but who knows! BUT with no IA yet,it probably means you are short of points or something else came up....let´s hope for the best!
