Subject: Pass Mark Increases by 09/28/2005
  I have heard and read by some other firms that the pass mark will incease by 09/28/2005, however, I needed to know how this will effect my case.
I have passed the medical and sent in the additional docs, and waiting for my passport to be requested. If something like that happens, will it apply to the applicants that they are in the stages like mine?

I dont think that the points are going to be increased. I will believe it when I read it on the CIC´s website.

Anyway if the pass mark is increased in the future it will effect all the pending applications. An applicant must have the required points even at the time the visa is issued.

that sux...what if they increase passmark to 71 and many people have applied who exactly get 67 and some 68 and some 69 so are they going to reject all these people who had legitimately applied because they passed the criteria for 67 marks...?????????

you are right, there is no lock-in date, excepting for the age, but the new rules not necessarily will be applied retroactively, but is possible.



5.19. Lock-in date
The lock-in date is a reference point used to freeze certain factors for the purpose of processing
applications. Neither the Act nor Regulations define it. It does not overcome any requirements of
the Act and Regulations applicants must satisfy when an officer admits them.

Regulations in effect on the lock-in date usually apply to applications submitted that day. Changes
in regulations after the lock-in date do not usually apply to applications submitted on or before the
lock-in date.
Note: The Act allows the Governor in Council to apply changes in regulations to applications already
submitted. When the Governor in Council does this, it states which applications are affected by the
changes.
Family class: Lock-in (of age) is based on the day that the responsible Case Processing Centre
receives a sponsorship application. The documents downloaded to CAIPS from the CPC will
specify the lock-in date.
Refugee and Economic class: Lock-in (of age) occurs when a visa office has accepted a
submission as an application. If a visa office determines that after date stamping a submission as
received, the submission does not meet the definition of an application, the submisson should be
returned to the appropriate party and lock-in set only once the submission is returned to the visa
office with the missing information or documentation.
If age is a factor that makes an applicant admissible, officers should use their age on the lock-in
date. As long as they are the right age on the lock-in date, they can surpass it before admission.

dude, some "consultants" and attorneys like to state on their website or after they assess you that the "passmark will be increased" because they want you to commit quickly to retain their services. its all about money. the cic site has said over and over that there is no immediate intention to increase the points.

From what I heard from canadian officer. Canada will not be use the point anymore. But he doesn´t say when! It will use based on the employment, family and lottery ( it´s like USA).
but we´ll see in the next few years
