Hi msp
I know that the exam is obligatory if you want to immigrate to Canada - the federal, but if you wanna immigrate to QUEBEC then they will not ask you for this kind of exam. I hope i helped you in this. but for Quebec you should speack french as well.

They will send you back your application if you didn´t send IELTS. It is clearly stated that you have to submit it along your application.

There are two ways to prove language proficiency. One option is to take the IELTS ...the second is to provide written submission that you are proficient in English with some evidence such as work experience letters or education documents. The options are stated in the Immigration guide and also in the checklist if you´re applying from Buffalo.

her views on a certain topic then followed by her interview, all in english. She made it, because she proved that she can speak and write in english well. If you think you can express well in english and been using it as a medium of communicaton (in the office, at home, or everywhere) for a long time, then you have the option of proving it by providing documents rather than taking the exam.

hope this helps.

(this is my complete response in the above)
I agree with Zeus. My friend and I submitted our applications without the english exam results. But we submitted proofs of english proficiency. When she was called for interview (not in my case because she coursed her application through an agent) she was asked to write her views on a certain topic then followed by her interview, all in english. She made it, because she proved that she can speak and write in english well. If you think you can express well in english and been using it as a medium of communicaton (in the office, at home, or everywhere) for a long time, then you have the option to prove it by just providing documents rather than taking the exam (i heard, the exam costs a lot)

hope this helps
