I´d like to communicate to those who didn´t read Shawn´s message that there is no quota system in CIC. You can find this info in the link:

You are free to believe what you want Sumit...
but I´m afraid to say that the quota does exist...
now it´s up to you to believe that or not...
they say no quota for a certain region...that´s true...but there is an overall quota as for how many new immigrants are allowed to be in Canada for a given year...
they won´t say for example we will take 1000 applicants only per year from country X...but they would say we want 250,000 new immigrants under the skilled worker category for a given year...
Believe me ... I know some immigration officers...

I agree with the statement that there has to be some sort of targetted number of immigrants.
They could just otherwise line up people at the consulate with their papers in hand, check them at the counter, ask for money and stamp visa and call "NEXT"!!
I mean which country in the world with immigration will not control the demographics? There is got to be a balance in immigrants to keep with the goal of immigration policy - to intake a variety of people with diversity. There is not one country with immigration system e.g. US, Canada, Australia, UK which does not enforce a quota. UK may be exception with EU they cannot refuse to take in EU citizens.
To say there is no quota is like standing on the rail-tracks with eyes closed and dismissing the incoming train!!
What is the moral of the story - expect delay.. and read your application again, and then again, ask a friend to go over it for you if you are not going through a lawyer. Read all instructions to include all paper-work, pictures, proper fees etc. Let there be no delay beacuse you forgot to send a picture or a copy of marksheet.

if there were no quotas, processing time would be the same around the world... you would be working on first in first out numbering system. we know that not to be the case. whether the quota is controlled by the number of staff at each embassy- who knows but all evidence points to a balancing of demographics.

I visited the site that Sumit wrote. It mentioned about not having a quota on the application and not the visa awarded. It only means that they will accept all applications submitted and it has nothing to do with the quota being discussed in this forum days ago.

Quota is not possible guys, so dont worry and even if there is a quota you still dont have to worry about useless things. Nobody is ever rejected by CIC, stating that we cant let you in b.coz we have reached our quota. So dont waste your energy and time. Think some positive...:)

hey man I believe the quota exists, there is no other explamation for huge delays and backlogs, they simply are not processing more IA´s and PPR for people cause they already fill their quota for this year.
they will start moving their butt early next year, is the only possible explanation for me, I might be wrong but it really makes alot of sense to me

Why dont they announce the quota if there is any? What is the harm in telling the world that they are going accept this much people this year. Like in American Green card Lottery, they are not including those countries who already have reached a no. of 50,000 immigrants. CIC has no reason to hid it if there was any quota.
