Subject: I think I am missing something
my guy can get a Quebec PN with his eyes closed. Processing time in Paris is less than half of what it is for the rest of Canada. Problem is... he has absolutely no intention of living there. Processing time used to be about the same... not any more.

What do we do. Lie? Put him in a hotel for 2 weeks until he gets his documents and then stick him on a plane to my house? Is there any enforcement to Quebec selection? Or do we be brutally honest with CIC and tell them hey...Quebec selection is a given... but we have no intentions of living there so how about giving us equitable processing time.

This seems so bizarre.

interesting... Quebec is saying their selection process is now 10-30 months. That does not include what CIC will take in addition.

Perhaps not such a great plan.

Think of the next genuine guy who may face changed and harder rules on account of your foul play...

Sharon,

I don´t know, but Quebec seems to have its own set of rules for everything, it´s annoying. My husband´s mother can´t understand why we´re having such a hard time with the immigration process. Her neighbour (in CT) met a man from Montreal and she had her PR within a couple months, and was gone. We had to explain to her.. there´s Quebec, then there´s the rest of Canada *sigh*

To the last poster... shaddup.

Paris is processing Quebec applications in 5-10 months but the actual Quebec approval is 10-30 months! If it would be quick, he would almost be better off fulfilling Quebec´s request for residency!

But then again, there is nothing I can google that tells me of any consequences to relocating after landing. Canada is Canada.

He qualifies for Quebec and for the rest of the country equally so no foul play needed. It is all a matter of timing.

It´s all french though but will answer all your questions you have about Quebec immigration. I posed that same question over there and seems like a lot of them are using the Quebec system and setlle somewhere else afterwards.
Don´t know what the risks are,you do have to sign an agreement that you have the intention to setlle in the province of Quebec when applying , but in my opinion there´s legally nothing wrong with having had that intention at the time of application and changing your mind afterwards.
Just my 2 cents, better do some more research on it.

just finished talking with consultant who suggests they are finding ways to clamp down on the Quebec PR program. He is also suggesting the notion of fast processing is not necessarily the case.

who do you believe.
