this photo is for PR card.
and for people who´s been a landed immigrant, you need to have a guarantor.
Newly arriving permanent residents automatically receive a PR card as part of the immigration process, and they do not need any guarantor.

Thanks for your answers.
I wrote an e-mail to the embassy, their answer is :
"
You do not need to sign the photos, but you should write your file
number and the name of the person in the photo on each one.
"
