After submitting IELTS results, CIC refused my application as the total score of my application was 65 instead of 67. Can someone advise please if CIC will accept another IELTS results with a higher band or do I have to go through the process of reapplying again.

Yes, if you reapply and you score 67 points, by all means you would be considered.
I can´t believe the lust for Canada in people all over the world. (smile)
