How long does it take from the date e-client changes to receive the letter notifying us of the decisssion? It has been 11 days now.

could you post the timeline please.
usually it takes anywhere between 2-5 weeks

Thanks Kumar,
here is my timeline (spousal, wife in Canada, husband in US on student visa):
November 16-application received by Miss.
November 30-started processing, application retured, document not signed
January 14-received application with signed document, decision made on sponsorship
January 24-Buffalo started processing the application
Sometime in April they requested additional documents
August 29-medicals received, decision made
