yes, it may first come first serve. Because when my friend submitted his passport for visa he was just behind my another friend. my first freind got visa my 2nd friend got only his passport with a letter for submitting the passport again in December 2005. Yesterday i got the same letter from Singapore. They adviced me same. but they mentioned in the letter. "your expiry date is that of your medical certificate". That is 21 February of 2006.
Thanks Sharon, u r right. yes their is Quota for every year. I went to high Commission with this letter to pick up my Passport. They told me " we are sorry for this. we have nothing to do because of Qouta. your visa is ready but we cann?t provide it before January 2006. we will instruct you to submit it again in December"
So, quota is first come basis. Rachunek is right.
