once you have applied outside Canada to go there and wait there ? and make adress change for an eventual inteview ?
is it easy to obtain a tourist visa from the consulate ?
and also is there any Canadian immigration lawyer in the US ?

tourist visa means vistor visa
immigration lawyer means a lawyer in the states would could handle the application process or give advice about it

CIC will not let you wait out your immigration application inside Canada. if you apply for a visitors(tourist visa) you will have to convince the embassy you are going back home at the end of your visit.
our experience suggests that a visitors visa is very difficult to obtain while a PR application is in progress.
