I?m ready to send my application, only thing I need to know is when I should get DD ready for APPLICATION fees as CANADA $ value keep on getting changed?

I´m not 100% sure on this, but I think you´ll find they will only take payment in Canadian funds. When you take your voucher to your bank to pay it, tell them it needs to be in Canadian dollars. Your bank will charge you the equivalent in your own currency at whatever exchange rate is set by that particular bank on that day.

I might be wrong on this, but I just can´t see CIC dealing with multiple currencies and exchange rates.

Yes you can.. I made a cheque from my bank in the order of Receiver general for canada and the sum was in canadian DOllars.. all the CICs in the world accepts them.. only in the US it is permitted to pay in US dollars without worrying about exchange rate fluctuation..

you can just pay it on-line with creditcard, then it doesn´t matter, might save you a little bid.
However, you have to have confidence towards CIC´s god damn system, do I trust them, no! check out e-client, you never know
