Police certificate from Thailand??

Subject: Police certificate from Thailand??
  I am going to apply to Canadian High Commission in Singapore for immigration.In Singapore Visa office specific documents it was written that "for person lived in Hong-Kong, Singapore, Thailand, In order to apply for a police certificate, a request from the High Commission is required. This letter will be sent to you at a later stage".

As I lived in Thailand for several years.So does it mean that I will send application for immigration to Canadian High Commission in Singapore and later a request from Canadian High Commission in Singapore will be sent to me for collecting police certificate or
I will collect police certificate by myself from Thai Police authority and I will send that police certificate with all other documents at the time of application.

Any true light over the case will be highly appreciated.

Hi Soilai

You should submit your application package without police certificates, then wait for further instructions from the Canadian authorities.
