If you studied in the US, the signed and sealed envelope is a must. For other countries, it will vary.

I wouldn´t take the chance, especially if it isn´t excessively difficult for you to obtain them in a sealed envelope. In fact, most post-secondary institutions´ web sites include a page where you can order your transcripts online.

However, there´s always the exception, so if it is excessively difficult, then I recommend including a letter of explanation.

Would you be interested in having your application audited by Crarer Law Office, prior to its submission with the Canadian authorities? It´s simple to do regardless of where you live, as all work, correspondence, and reports can be mutually completed online, and it´s an excellent value (i.e., it costs hundreds of dollars; not thousands). If so, please visit www.e-ca.ca, and follow the e-intro button to the section called "e-audit".
