"certified true copies of diplomas" define?

Subject: "certified true copies of diplomas" define?
 
I am reading trough my application checklist for a PR in Quebec, and I see they want "certified true copies of diplomas". what does this mean?
Do I have to go to an attorney or public notary?

Can I just ranslate them myselg and sign below that is a true and accurat translation of the original? this is what I did to get my American H1B work visa, and it was fine.

You can not translate it yourself. It must be signed and stamped by the official notary.
