Subject: sending passport to US from Canada for Visa Stamp

I believe one has to send their passport to US for getting the Imigrant Visa stamped. Is it legal to send the passport out of the country. How much time do they usually take to stamp the immigrant Visa in Bufallo.

of course legal, I did twice by mailing my passport to Seattle just to renew my visitor visa.
