2 immigration applications the same time?

Subject: 2 immigration applications the same time?
  Hello!

Does anyone know if it possible to submit 2 different immigrant applications of one person to 2 different Visa offices outside of Canada? I have an independent worker application in process in Buffalo (already waiting a couple of years) and was thinking to submit a new spousal sponsored one to consulate in Europe the same time in hopes that one may be approved sooner than the other.

Is it legal? Can it be done? Will there be 2 file numbers? Will both application show in the immigration computer system at all consulates? Can it actually slow down the process?

I appreciate any input on this issue,

Logically should not be a problem, technically it should show up in the system. isn´t it?? Check with an attorney please......best way.
