Subject: IELTS strongly recommended nowadays.,
  Nowadays they are asking IELTS for majority of US applicants. I would strongly recommend one to take the IELTS test inspite of having prior TOEFL, GMAT or GRE scores before.
This is because of the fact that IELTS also tests ones ability to speak and write along with the other stuff, which TSE and TWE does.Since most of the applicants doesnt take this, there is an incentive for CIC to ask this.
Eventhough iam doing my degree from ivy league school in canada, from my CAIPS note found out that the visa officer gave only 10 points for my english inspite of giving comprehensive proof of my english ability through my conference presentations and oral talks in conference, becos of which my case has become borderline one at 67 points. They have also mentioned in CAIPS that language ability points were awarded pending IELTS/CEPLIP results, eventhough they did not ask me to take IELTS in my initial assessment.
So guys, more incentive for you to do IELTS and get 16 points instead of 10.

your timeline please boss, did you ask for CAIPS before IA?

I assumed 16 points and i did not get CAIPS before IA.My timelines are
AOR-august 2004
IA-March 2005
Meds, Docs-April 2005
PP request-pending.
