I know all but what is the "NEW" for?

What does "4" stand for?
3. REFERRAL SENT ELECTRONICALLY FOR PI
What does this mean?

1. Name (initials) of the officer handling your case.
2. Interview waived.
3. Bchk (could be education, work experience or security) started for principal applicant.

I had the same on my CAIPS notes...new on XX-XX-2005. Still don´t know what does the "new" mean.
