Even Ph.D from USA doesnt matter. This is a different country with different policy. The fact that you have been postponing taking IELTS indicates that you are not too serious about canadian immigration.
I would suggest taking IELTS compulsarily and submit the scores. try explaining buffalo for reasons for delay in submitting IELTS. I think normally they accept it.Good luck.

Hi Viraj,

As you have been asked to provide IELTS score it means that the immigration official is not satisfied with the proof you have provided regarding your proficiency in English.

If you do not provide this score then it is upto the immigration official to decide how many points out of 16 s/he wants to give you for English proficiency - can be 8, 10, 12 etc. Now if due to this if you do not have the min. 67 points to qualify as a skilled worker your application will be rejected.

So please try to appear in IELTS as soon as possible. As soon as you get an appointment send a letter to CIC informing them of the date and tell them that you will provide the score as soon as you get it.
