Subject: Background check by CSIS???
  Since there are so many background check posts, i thought i would jump into the same band wagon. Someone earlier mentioned that the CSIS (Canadian Security Intelligence Service) is responsibe for BG checks. Well it turns out (probably Iam wrong)-"CSIS does not have the mandate to conduct foreign intelligence operations outside of Canada. CSIS is a defensive, domestic security intelligence service."

I guess this whole thing is shrouded in mystery .I wonder who this unseen entity is, that make calls and shadows our very move :).

I dont know if this is true, I have heard this from a friend of a friend :), that the BG check is ususally conducted by natives who work for the consulate or high commission in the foreign land. The relative of the friend of the friend worked for the CHC at Chandigarh, India: duties included calling up educational insitutions, employment checks and checking on validity of marriages etc. Probably the CHC/CIC has cells that just look into this. So this probably debunks the theory of a giant covert group that delves deeply into our background :).

Consider this scenario. This so called cell calls a university in India to find out about XYZ who graduated in 1982. Knowing that country, there would be no response. No one has the time and energy or the will to dig up old records. Try getting a duplicate certificate. Hence, these so called cell people either go with their gut feeling on the geniuness of the case or they shell out tons of money to get people to dig the records.

On the contrary, try calling a US university about XYZ who graduated in 1982. Given privacy issues, no one will give you any data. The only way is for the candidate to forward the transcripts or request the transcripts to the forwarded.

Conducting detailed background investigations is a costly process...wonder if CIC can afford it from the fee we pay and alternatively, if Canadian tax payers are paying for it...is it being efficient.

I personally belive that CSIS is part of the background check processes, along with RCMP, etc. At least this is what I have been told.

ok u c the CSIS just does ur security clearance but the background check is done by the the cic visa posts of the country u have lived in. So if u live in USA but u have had ur education in India they will call them or email them to check if wat u calim is true. CSIC just does ur name check against all the violent groups theorugh most of the data base. u c i read in an other forum that they prefer immigrants from USA b/c they need to do very checks as if USA allowed them in so they must be clean and they also do a clearance from fbi but fbi doesnt c this as a priority. most of the problems r b/c of CSIC as they r backlogged tp get clearance. their priporities r
1. prior 2002 cases
2. quebec candidates, pnp, entreprenuers and investors
3. spousal sponsorship, conjunal
4. skilled workers

Immigration and Citizenship Screening

* CSIS provides security advice on immigration and citizenship matters to the Minister of Citizenship and Immigration Canada (CIC).


* CSIS provides security screening on Canadian visitor visa applicants and prospective immigrants in cases where the applicant?s background presents security concerns, based on a determination performed in cooperation with CIC officers posted abroad.

I agree with ME, FERPA (Student Privacy) in 1974 has put out a rule: "Information in student records will be released only to faculty and professional staff for authorized legitimate educational interest. The student´s consent is required to release information other than public information to any non-school/university person unless required by law or upon subpoena duces tecum. Public information includes: a student´s name, home address (including country), local address, telephone numbers, classification, enrollment status, major, dates of attendance, date and place of birth, photos and other types of media, degrees, certificates, and other awards received, and the name of the institutions previously attended."

Hence like ME says it could be the "gut feeling" or through the verification of documents (transcripts etc.) that the applicant sends. This rule applies to educational institutions in the US, now for the work exp. that could be a different scenario.

I tink when we submit our PR application we sign a waiver saying they can check authenticity of all info provided; that should cover it for checking student status in a US school or anything of any sort. What do u think?

Ahhhhh! "Anonymous" you got me with that point. I guess they do send out the document with our signature to all the schools we attend in the US and abroad to verify the documents we sent. Its been so long I had forgotten that I had signed a waiver :). It makes sense otherwise people are going to come out with a list of degrees and try to take advantage of FERPA :)
