The schools are probably most interested in your first year grades. If you finish a full year with a 3.7 you should be okay. What school are you transfering from? Is it a Canadian school?

Im Studing in Dubai and I was in a Indian system school, my finals werent that good [i messed up,learning experiance in life and all that, but these universities wont buy that], but yeah i have finished a year in an american university here in Dubai, with a GPA of 3.7, also im an Permenant Resident of Canada,im really not sure if i could get into a good university of my choice, to be on the safe im giving my Toefl, im sure it will be a plus point, do i have to give my SAT to cover up for my 12th grades, or is it fine?

I don´t think universities here need SAT scores if you´re coming in as a transfer student. You will need to apply to each one individually so expect different procedures. I can´t say what your chances are but they don´t seem too bad. Better you start emailing the universities´ admissions offices.

Seriously, you will get much better advice from the schools´ admissions offices. Email UofT, York and McGill (all big schools with many int´l students), explain your situation and see what application route they recommend.
