When it says ´Offer´ on the personal page, does it mean final offer or could it also be a conditional offer, which the university can withdraw?

its conditional offer. its final when they recieve final marks. they can still take away your conditional offer if you do not meet the requirements.

you will always receive a conditional offer.

you will only receive a final offer if you have completed your high school diploma and have credits for your prerequisite coureses

they usually include the mark in your conditional offer package. i think you should expect about 5-10% less than the cut-off for your program.

however, the more competitive the program is, the higher the average you must maintain.
