I shouldnt have to explain it half a dozen times. The school records the number of students entering engineering, then record how many graduated with an engineering degree, they then take an average. There that should be simple enough for you to understand.

^ I hope you went to private schools because I would be really pissed off to find out that my tax dollars were wasted trying to educate you.

By your logic, a highschool in a poor part of Los Angeles is better than one in Beverley Hills because it has a lower graduation rate. "Gee whiz, you´d have to try to fluck out of a beverley hills high school."
